Vodafone Fraud?

Hi,
A colleague has just had a call from Vodafone saying he spent 2400 minutes in the last 2 weeks and a few 1000 more the week before. He did not make these calls and for 2 of those weeks he was abroad and his phone switched off. He says the phone was not stolen or accessed by someone else. I'm assuming it was cloned? Is that even possible?
Vodafone have said tehy will investigate the fraud but what should he do? I've advised him not to pay the bill until Vodafone get back to him. What steps does he need to take? The bill is around £600.
I'm sorry this is only half the information as I don't have all the details. Just looking for a broad idea of how he needs to approach this if we assume he is sure he did not use the phone for the usage Vodafone claim.

It could just be a billing error, but you won't know until you've had a proper look at the bill to see what numbers had been dialled to confirm how those minutes have been accumulated. If he's got an online account he can check. 2400 mins is a lot of minutes. What sort of phone has he got? And whether he may have accidentally hit the dial button whilst in a pocket or bag. Its happened to me a number of times. I would just get calls out of the blue to ask if I'd called them...I'd say no, but then checked my call history and it was evident that I had by accident. But even then it wouldn't have been very long as the other person would have hung up after hearing background noise and no response.0

Its fairly easy to tell from the cell records if the phone was cloned or not. Wait for the bill and then raise it with Voda billing dept.0

It has already been raised by Vodafone as an unusual bill - they called him. It has been raised with the billing department and they are investigating. His worry is that they will say - nope, it's ok when he KNOWs it's not. He is a glass half full kind of a man!
The time he was abroad - the phone was switched off and left in the UK, locked in his flat so it can't be put down to an extremely long 'pocket call'!House saving Targets:
