    Hi

The threatening letters that TV Licensing at Bristol send out say, amongst other things:-

It is the job of my team of TV Licensing Enforcement Officers to visit unlicensed premises and check for the illegal use of TV receiving equipment...

If we suspect that an offence is taking place, we are authorised to request a search warrant if we cannot gain access...

If you do not use TV receiving equipment, including TV receivers, video recorders, set-top boxes and computers with broadcast cards, you do not need a TV license...

Yes it is, how can a van pick up a device that only receives and not transmits.

Also BTW if some new rule changes come in anyone owning a PC with an internet connection will have to pay a licence fee cause BBC are making programs available over the net

Believe me they can, I do not work for the licencing authority but do know and have seen what equipment can pick up from peoples homes including PC monitors
  • My Uncle (bless him, as he's now deceased) didn't have a TV for years and years, and at least once every year he had a knock on the door asking why he had no licence - of course he said "cause he had no TV duh" - but they didn't believe him, and about 3 or 4 times they asked to look around his house, eventually leaving scratching their heads!

Eventually in the last couple of years of his live he bought a TV (and became and avid soap fan - ugghh) - bought the licence and never saw them again .... maybe it's worth it just to avoid the harrassment :o)

Even if you watch tv through broadband (so long as the programme originates from the UK) you'll need a license. As for van detection, although CRTs are more detectable, you can actually detect tv reception from the aerial itself whether it's CRT or LCD. I was skeptical of this but since it was my electromagnetism lecturer who explained it I don't have much of an argument against it.

I don't see the problem with paying the licence! It's not a fortune, I pay for one at uni and consider it a bargain, really!

You wouldn't avoid paying the electricity or gas bill, cos they'd penalise you for it!
  • you don't need a TV licence if the tv/pc is running off battery power - still says that somewher on the tv licecne website

    http://www.tvlicensing.co.uk/information/secondhome.jsp

    says so few lines down
If you only use a TV set powered by its own internal batteries, you do not need a separate TV Licence.

you also don't need one if you only use it to watch dvds/video or use it as a computer monitor/for xbox etc

Err, it says "you do not need a separate TV Licence" which I'm sure is interpeted that you already have an existing one. As it's a portable device it'll just come under the home license.

So from the sound of things, you will need a TV License if watching tv via a laptop.
