Landlord/agency withholding bond.

Pleasse can anyone give us some direction as to what to do. My son moved into house with 1 year agreement. He was given £120 to paint the inside of the house as it was in a state. The contract does state also holes and wallpaper peeling etc. roughly 11 faults in the house. My son repaired these cracks on ceilings etc. He also received permission from the landlord (proof on the contract) that he could put tiles on the kitchen floor. He decided to move in the 9th month and paid £320 for the agency to look for another tenant. New tenant was found withing 1 week.
They refuce to pay back the £600 bond as they say that it was not painted in a professional way! It is certainly so much better than it was, granted my son is not a proffessional painter, but he is not a messy on either. They first said the house was not clean enough, so we had it re-cleaned. Then the cooker was still not clean enough and then outside under the window needed brushing!
The house is so much better since my son has painted and repaired the cracks etc. Also the agency have a new tenant and are charging them £75 more per month rent!
How can we fight this please. CAN SOMEONE GIVE US ADVICE.

Was he living alone in the house with an Assured Shorthold Tenancy(AST), or was it shared? If it was an AST, was the deposit protected?
