Ryanair prohibited items in checked baggage

I am looking at booking a flight with Ryanair to Girona.
In their T&C's under Prohibited Items in Checked Baggage, it lists tobacco and tobacco products as prohibited.
Any idea why this might be? Does that mean that cigarettes can only be carried in hand baggage?
What would happen if you had cigarettes in your checked baggage?

Ignore it, I brought 20 cartons back from Alicante on Ryanair on Wednesday in a checked in bag, I have done many times, no problem.0

It doesn't prohibit them, it says you must not have them in checked luggage - just as you shouldn't have money, jewellery, precious metals, keys, cameras, computers, medicines, spectacles, sunglasses, contact lenses, watches, mobile phones, personal electronic devices, negotiable papers, securities, cigarettes, tobacco or tobacco products or other valuables, business documents, passports and other identification documents or samples.0 -

They probably wouldn't compensate you for them if they lost your luggage.

I think it does prohibit them. It's on the page entitled "What items are prohibited in checked in baggage?" and says "must not", not "should not".
Ryanair is telling you not to be stupid enough to put stuff like that in your checked luggage. They are not prohibited as such which is why they are in a different section from the stuff where if you do put them in checked luggage it will get you into serious trouble with the authorities.0
