Who buys roof space?

The freeholder of my 1930's flat roof mansion block is selling the roof area?.
All the flat owners just got the auction details....why would anyone buy it and what on earth could they do with it...the only access is through the communal gardens and up the stairs...our service charges are used to maintain the roof....
Auction says it has developemnet potential...for what???

I don't think they would get planning permission....50 flats would object to it!!! and if these flatowners have been paying for upkeep of roof they should have some say in it I think.
