    Have you tried Super? Freeware downloadable here. This is probably the most adaptable converter I've come across and will handle some otherwise obscure formats/codecs. It has a good deal of H.264/AVC support built in and may well do the trick if the file extension is merely a variation on an established format. Such as can be established the file format is a mpeg/avc variant. Hope it works for you.
    My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016). :(

    That's quite a poor resolution. It's the same a Video-CD has. Wouldn't want to watch it on a big screen...

    It's a CCTV setup I believe. The cameras used probably can't do much better. I agree though, if the OP can bump the resolution up a notch they should.
