Water Board have my name at another address... that's not mine!

in Water bills
I've lived in my property for eight months (it was a new build), and when I moved in, I telephoned my local water bods (Anglian Water) and gave them the new details. Since then, I've been billed according to schedule and all has been fine...
... until this week. I live in a block of flats - below me is 33, I'm 39 and above is 45. To the end of our flats is a single flat over garages and is 31.
The woman from 31 gave me a letter addressed to me, and my partner (with surname spelled incorrect), sent to 31. The streetname was spelled incorrectly as well (although the postcode was correct).
Inside it contains a final bill with a CCJ warning for £34.71.
I've never lived at 31, have never given that address out, and will never live there. I suspect (we are both shared-ownership owners) that our housing association has given our names out to the water board, for some reason.
I'm not paying the bill for 31 as I've never lived there and never used the water there!
What can I do? I'll be on the telephone at 9.01am tomorrow (Anglian Water's phoneline doesn't open until 9am, grrr) but do I have a legal standing to ask them to remove my name from the bill at 31, and also am I able to ask them where they got our names from?
I've compared my bills with this red bill - the payment number and account numbers are completely different. I think I'd know if I said "31" on the phone and not "39", and it's not as if a 1 looks like a 9 when written (or mine don't, anyway). The red bill doesn't have a breakdown of costs, so I will ask for the meter number over the telephone and compare them.
Any advice is appreciated... thanks in advance.

Just ring up and explain im sure it will be sorted out , sometimes with newbuilds the meters are put against the wrong property this is mosttly because of plot numbers when they change to house numbers, have a look at your meter and see if it spins when you turn the tap on to make sure the serial number is correct.0

Its true its a common occurance especially with new builds /plot numbers :rolleyes: not to mention estate agents that cant get addresses correctly:rolleyes:
