O2 messaging service message

My mother rarely uses her mobile phone, but whenever she does she can call out okay, but if I try to call her then I often get the message:
"Welcome to the O2 messaging service", etc
She is in a fairly poor reception area, so is this likely to be a reception issue? If so, why can she still call out okay?
Thanks
