I am in the same situation. Contacted HA and they told that there is nothing in the contract that prevents people from smoking in their flats. I have to close windows all the time and live in an oven. What amazes me is that in the end part of my taxes in go to their lung cancer treatment. I believe it will be a waste of time to talk to them as I don't see them smoking inside their flats with the windows closed. I bought a fan and I am also looking for a house to buy.
NB: I gets even better when they cook deep fried stuff (80%+ of the time) and then lit a fag (80% of the time). The smell(s) are soooooooooo nice :rotfl:

Um, they've already paid for their lung cancer treatment many times over; in case you weren't aware, cigarettes are very heavily taxed...

Of course, that is why is cheaper/in their interest for the government to treat heavy smokers than motivate them to give up smoking. My point is that this portion of my taxes could be funnelled to a better cause.

but unless you're smoking yourself you're taxes are not paying for that cause?

It's not just non-smokers who pay tax you know. Have you any idea how much smokers contribute to the Health Service in taxes?
