T Water lied to me

Hi,
I moved in to my property in April 2009 I contacted T Water and they told my property did not have a meter fitted and told me if I wanted one to ring another number in the interim they would charge me the rateable value for my property £320 (ouch)
In April 2010 it was apparent afer a whole year that my originally temporary move was going to be permanent so I contacted t-water who made an appointment for an engineer to come round and fit one.
I took the morning off of work (you don’t honestly expect t-water to work weekends) he turned up lifted a access plate outside my front door to reveal that a water meter was already fitted.
I was somewhat upset...!
T-Water have lied to me in saying no meter was fitted at the property when in fact there was this almost doubled my water bill for 2009 taking in to account the rateable value of £320 and the estimated meter value of £160
And also wasting my time taking a day off of work to fit a meter that was already there
Do you think I have a claim for the 2009 bill and my lost time?

Yes,
I did that three weeks ago and did not receive a response from them so I rang them again and am still waiting
I was thinking down the county court route as I believe that they are giving me the run-around0 -
Tbh I'd say they had a fairly good argument that you were in a much better position to check if you had a meter on your property than they were, was this hatch on your property? what did you think was under there before?0
