I feel this is just a general problem with government design. Nothing flashy, keep it boring and overload the punters with information so they have to ring up and ask.
Oh, and use lots of code bloating so that it looks like we've done lots of work. No-one else has a clue, so won't know that half of it is actually useless, and just a space filler.
