add yourself/ an older family member as a named driver (but as a secondary driver, not the main one - thats fronting and is illegal). this will drop the quote as they assume an older person will help him learn quicker and better and be less of a risk.
Up the voluntary excess and the policy price should drop (but its a pain if you actually have an accident). Also reduce the mileage insured (as long as he won't be exceeding it - again you don't want a claim refused) and the prices should drop.
Look around for companies that specifically like dealing with new drivers - when I was looking a few years ago Endsleigh were offering discounts to new drivers as an incentive.
Also look at Accelerator policy. These usually last 10 months and are as expensive as a full year but some insurers will then allow you to have a full years no claims at the end of them giving you substantial discounts on your next years policy (just make sure that you make sure to let the next insurer know it was gained via an accelerator - some don't like it and will tell you so). It doesn't help your price this year but it does help next year.
Something else some people say is that these days Third Party, Fire and Theft can be more expensive than Comprehensive. I don't know what you've been quoting on so try the other type and see if it changes.

Have a look at all of the threads about insurance for 17 year olds. As you are being quoted such a high price, there is obviously something not quite stacking up e.g. the car spec - presumably it is not a basic model 1000cc?
Truth of the matter is that 17 year old male drivers do have the most accidents - insurers are more concerned about the cost of third party claims rather than own damage claims - the cost to insurers of an accident where say, a mid 30 year old man with a good career ahead of him and three dependants is injured can well run into 6 figures.
You will find some good information on the threads but it is not as simple as paying the least - you need the best cover for you. Also check what compulsory excesses are before increasing the voluntary and also check whether the excess is own damage or is also payable for an accident where you hit a third party - apparently there are some insurers where this applies.

thanks for the responses it seems this is the best tried everything said and i do understand 17 yr old males are high risk drivers but i now understand why there is so many uninsured drivers this is just ridiculous its just ashame that its getting to the stage where only the rich will be fortunate enough to drive at a young age0
