Think about it, what you're saying is similar to suggesting one can record shows on a VCR to watch later without a licence, as they're not watching them at the same time as broadcast.
It's about receiving the "signal" as it's being broadcast, not watching it as it's being broadcast.0 -

Although the programmes i usually download are american and usually have yet to show in the UK for another month. I dont watch a lot of UK tv and when i do, its never when its aired as i work nightshift so my days are back to front (meaning i'm sleeping when its airing)

But thats impossible given that i've said i download american tv programmes. Ergo i need to wait for it to be broadcast in the US (not in the UK - i said they wouldnt be shown in the UK for another month approx), then around 2 hours later it will have been uploaded and available for download.

This must happen to a lot of people also - I dont know how many people move during a year, but if 10000 did this then TV Licensing would end up getting on average 5000 months worth of TV licence payments for nothing!!
I was in a similar situation a few years ago. Frustrating but it's part of the terms signed up for. What annoyed me was I needed to give the address I was moving to before they'd approve the refund and then I got endless letters threatening me about not having a license for my new place etc etc no matter how many times I said there was already a license for the address (just not in my name)."She is quite the oddball. lucy i watch them at work on bbciplayer. i dont download the UK programmes as i can get them on iplayer free, where if i downloaded them, it would take ages (given that theyre less popular than US shows) and i'd have to pay for it.
I do have a tv license however, as my earlier post said (on page 1) my parents always told me if you owned a tv you had to have a license. And i only started watching UK tv recently so for around 8 years i've been paying for a tv license i didnt technically need.
Then again i've also bought 2 freeview boxes i dont use so..........i dont seem to be that great at buying only what i need :X

Would like to know WHY a Black n White license is still valid, as in this digital era, even a Black n White TV would need a Freeview\Sky\Cable Box......ALL of which are colour receiving equipment.
Be that they have switched off the analogue system, I dont know of any black n white digital receivers, rendering the Black n White License completely useless, yet they are still available and purchased.:A:dance:1+1+1=1:dance::A
