I recived a peice of paper once saying lady gaga on it was expecting tickets. What i did was take a photo before i opened the package and then one after showing the contents and gave them to paypal and ebay. Won my case

They didn't want to pay in full upfront in case they were not genuine tickets so asked the seller if they could pay half up front and half when they received the tickets. He said that was fine.
Hopefully paypal will overlook that the item has not been paid for in one payment and your friend will get a refund.....as the UA states

Pay the full amount of the eligible item in one payment. Items purchased with multiple payments – like a deposit followed by a final payment – are not eligible;

If paypal do not refund and the payment was funded with a credit /VISA debit card your friend could ask them to issue a chargeback0 -

She paid the full amount that was on the invoice i believe, but was obviously only invoiced for half the total amount.

Just a little update. Spoke to my friend at work yesterday and she had an email from paypal saying they had found in her favour and she would be getting her money back:beer:

No, the scam is that they send you a fake email from Paypal saying that you need to despatch the item in order to release the payment, or that the payment has been safely received and you can despatch the item. The 'item has not arrived' claim with Paypal would not work for a number of reasons.0

I understand how the scam works ie they pay, then claim the item hasn't arrived and request a refund through PayPal which is then reclaimed from your account. But these things are so obvious why are PayPal not able to find away around it? I may be wrong on this but it seems in any dispute PayPal's default position is that the buyer is in the right and the seller in the wrong.
If you think the scam is a 'paypal issue' then you haven't understood how the scam works at all.
