Find the gas meter and water meter, is there a green/yellow cable connected/clamped on to the pipe? If not the work he has carried out is illegal.0

Yes, there is on the gas meter. Water meter hasn't been fitted yet but there is green/yellow cable clamped to some water pipes in the understairs cupboard. Gas meter is earthed as is electric meter. Water stop tap is totally inaccessable and about 20 foot away from the electric connector boards and meter. May have been earthed by the previous people (as was the gas meter) but I can't get to it to find out. The electrician has certainly added some earthing cables around the place but I can't tell what's what.I'm a Forum Ambassador on the housing, mortgages & student money saving boards.
