If you lack the ability to keep a vehicle from travelling at more than the speed limit then you have no business driving a car.
I have also seen a scan of a police letter for 33mph in a 30mph zone. It happens. Not everyone who claims to have been caught at 33mph is a liar as you say. The 10% + 2mph ACPO guideline is just that, a guideline, you do know the difference between a guideline and a rule don't you?0 -

You know as well as I do that the press love a good "motorist persecution" story. The blind chap in Rotherham who, despite not seeing the 30mph signs on a narrow residential road, managed to get his little whine about being caught doing 40mph in at least 2 national papers demonstrates this. I can just imagine how much they would love some poor sod getting done for 32mph. But we don't see them, because they just don't happen.
So, if you can think of a better word to describe someone who states things that just are not true, let me know and I'll use that instead.0 -

People exceed the speed limit because they either wish to or are not concentrating, not because they are UNABLE to keep the car below a given speed limit.
If I ask you to drive a vehicle and you are genuinely unable to keep it from exceeding a given limit then yes, I'm afraid you have no business driving.
If you can not do as I describe then the car is running away with you and you are unable to control it properly.
Surely you accept this.

Sometimes I stick to the speed limit, sometimes I don't. When I break the speed limit, I do it in the full knowledge that I could get caught and I have the good grace to take the penalty.
Why is it that a sizable minority of motorists seem to think that laws should apply to other groups within society but not them?0
