5 hour delay from Leeds to Nice

Hi

I flew jet 2 from Leeds to Nice on Thursday - booking via expedia.
Due to leave at 1030, we finally boarded at 1530.
Initially we were informed there was a technical problem with the plane at Leeds .... which was later revised to issues with the "weather" as time moved on.

After two hours we asked for meal vouchers, and were refused due to "lack of time to eat". After three we asked what rights we had and were advised a "drink on the plan" if the delay is more than 4 hours, and nothing more.

Certainly doesn't seem to be in line with what I understood of EU regs.

Would appreciate advise on how best to pursue this.
