    To be honest I think the OP has greater problems than this.

    If the s/he is the freeholder and can't get the service charges out of them then what ever they put would be unacceptable and highly likely not to be used.

    And yes OP send them a notice through their letterboxes and put a notice in the hallway on the wall that if the bikes are not removed within 7 days they will be removed from the hallway due to fire regulations.

    You will of course have to find a place to put them. Other posters have given you legal but disruptive to the bike owner ideas of where they can be stored. It helps that you don't live in the building. Just remember to put a note through all the doors if you remove the bikes saying who to contact if they want their bikes back. (A trip 10 or so miles away to collect them will soon make them realise it's unacceptable and dangerous to leave their bikes in the hall.)

    I would also stop discussing things with them before taking action unless they are join freeholders. Leaseholders have a contract stating their rights and responsibilities. While of these will be open to interpretation you only have to be reasonable enforcing all of them.

    BTW you can take leaseholders to court over non-paying service charges and this can eventually lead to you recovering the flat. However you have to ensure that you are demanding the service charges in the right way.
    I'm not cynical I'm realistic :p

    Installing bike racks or a shed will be deemed as an improvement and, as such, will probably not be chargeable to the leaseholders. Agree to read the LEASE website and your long leases. If tenants are breaching the lease any dispute would be heard at a Leasehold Valuation Tribunal not a court.

    We don't have a problem with storing his bikes now thanks...I said it was when we owned a studio flat as stated in my original post...

    My hubby has to travel to Aberdeenfor meeting at certain points, commuting from Whitby isn't a practical option and central Scotland isn't Edinburgh it's Perth, Perthshire and Stirling...

    As I said we do't have a problem thanks with storing the bikes now. I think Wee Willy Harris had a problem with my posts and in the chain of events that followed my orginal post got lost. Our problem with storing bikes is in the past when we lived in our studio flat we don't have a problem with it now but thanks for the suggestion ;) ....We also need unfurnished as otherwise we would have to put all our furniture in storage...

    Bikes also can't be left out in the open when you have proper road bikes etc...

    I had a friend years ago who owned a tiny studio flat on about the 4th-6th floor. The block was originally designed as a hotel, then changed to being flats, so the layout was: enter doorway, bathroom immediately on right, living/bedroom ahead - and to make it a studio they put a 6' long shelf on the left as the kitchenette, no room for washing machine/freezer or even an over (it was a table top Baby Belling). My friend fitted a big two-part wall bracket to hang his bike on in the main room.... but this isn't an option for a renter.

    The bottom line with people is: you're either an inconsiderate 4rse, or not.

    I'd be severely tempted to go to my local tip/carboot sale and purchase some cheap secondhand bikes. Then I'd lock these bikes to the offending bikes in the hallway............. or better still, chain them up upstairs somewhere where it causes clutter for the owners of the upstairs flats.
