I believe that "failure to display a current tax disc" is actually a fixed penalty to the driver, whilst failure to renew tax or declare SORN is the responsibility of the keeper, actually.
Which neatly brings us back to the OPI try not to get too stressed out on the forum. I won't argue, i'll just leave a thread if you don't like what I say.0 -
Its one of those stupid rules. If you hire a car and its not roadworthy its your fault.

Technically you're right
The chances of getting a FPN are pretty slim though since the widespread adoption of ANPR! If caught with this system the DVLA issues the penalty to the registered keeper.
Traffic wardens can also report failure to display but, again, this goes to the DVLA.
To be given a FPN in the OPs circumstances (or hire car) would need an officer with a serious chip on his shoulder &/or power complex

My brother picked up a loaded 40ft trailer at the docks, checked it over and checked the load was secure. As he braked approaching a roundabout the trailer snapped in half. He was the one who ended up in court because he was in charge of the unroadworthy trailer. Luckily his company supplied a good solicitor and the judge agreed it was not his fault as he could not have forseen this happening especially as the trailer had recently been tested but it still went as far as prosecuting him.0
