In the case I know about the estate agent told people there was an offer of £308k on the table, so only offer if it is going to be more than that. Therefore people didn't offer and the property then sold for £249k!I'm a Forum Ambassador on the housing, mortgages & student money saving boards. The EA told them what to put in to win, not sure what the conspiracy is. Example
"A guy has put an offer in of £50k, you'll need to beat it!"
"I offer £50k and this shiny new penny"
"Thats not a big enough increase, you'd need to offer at least £55k to interest the mortgage people"
"OK I offer £55k"

The estate agent wouldnt tell anyone any bids as "it wasnt their policy"
And they posted a public notice ONLY saying their was a bid in and it would be accepted in 7 days... but refused to post the highest bid on the notice or tell anyone.
There are other things that thickened the plot so to speak, watch this space.0
