I will search again for the traffic order but I cant seem to find it.
Considering the no loading sign is in another street does it cover heather gardens. I am told the law states it has to be within 15 metres? but on another street, does that disqualify the rule? That really is my main question.0 -

You were parked on a DYL so any loading bay & loading sign is irrelevant I think to your case. You need to see the current Traffic Order (including any amendments) for the road you parked on.
To get this public document you just ask the Council (email them, or call in and ask to see it there and then). Refuse to take no for an answer, don't let them stall you nor tell you that you have to ask for it in writing or under Freedom of Information. You don't have to wait, you have the right to see any public document at your Council and you don't even have to say who you are or why you are interested.

Just explaining what it may say that helps you would cover quite a few paragraphs.
Bur as indicated cpuncils often get confused and so make mistakes where the exemption is combined with these markings.
Far better to just post the TRO when obtained.0
