Orange Insurance.... Help

Hi Guys.
I'm in need of some advice.
My girlfriend has just come back from a weekend in Hamburg where her phone was lost/stolen.
She phoned Orange as per the terms and conditions and reported it and they said she needed a crime number (as for many of us English people this was a bit of a language barrier and she couldn't find a police station, the local one was being refurbished).
She then returned a call to Orange and the advisor said that's fine sometimes you don't need a crime number if it's abroad. So taking the advice of Orange she stopped looking and was told to call back today to make her claim...
you can see where this is going....
When she rang today they said for definate they could not procede without a crime number/
What can we do?

can you ring the police dept and ask if anyone speaks english who she could talk with and report it?
did she report it to the insurance dept within 24 hours of it going?Yes Your Dukeiness0 -
i just tried that but there English was about as good as my German.
The incedent happened at 5am and she reported it to orange at 8am (as soon as they opened)

Does she have the date and time of the second call?
If so, I would of thought that Orange record all of their calls, and would be able to verify what was advised. Therefore, they would have to go without a Crime Number.0 -

When I have been to Germany, I'm surprised how too ready the locals are to use their English, anyways looks like you will have order a new sim card and seek a replacement handset0
