Help - New Phone Line and Broadband

Looking for a little help please, apologies if the subject has been done to death before.
Just moved into a rented property and would like to set up Broadband, and Phone. I am told the landlord used to pay Sky for the phone, although I believe this has been disconnected. There is a landline in the property with a dialling tone, although calls cannot be made out.
BT claim it is not their line and have no knowledge of it. Therefore to go with them I would have to pay £125 for a new line - on top of this their broadband is totally uncompetitive.
Sky will install the line for £25 with £11 month line rental. However Sky Broadband is not available, to I would have to take Sky Broadband Connect at £17 making total monthly cost £28 month. Could I take the phone with them, and cheap broadband elsewhere? Is Sky Line rental a "BT Compatible" line?!
Talk Talk will put a line in for £69.99 and then £18.49 month for phone and broadband. The annoying thing is that at the moment they are doing Free broadband/calls for 12 months, however I cannot get that offer over the phone (which I have to do for a new line)
Can anybody think of any better (cheaper!) ways to sort this out? I'm usually quite on top of things like this, but I've been left confused!
For info, the Postcode is CF64 4UL. The only LLU on the exchange is talktalk and it is not a Virgin Cable area. I wanted O2 as I am a mobile customer but there is no O2 LLU so I don't think they can provide
Is talktalk the best option here? Thanks

If you're renting you want a short contract unless you intend staying put for a while.
Try The Post Office or ID NET for the line - 1 month contracts, typical install £100 ish
ID NET have a good reputation for BB also, The Post Office BB is simply BT broadband resold however with a PO line you can take your pick of the non LLU BB suppliers (no LLU options are open to you anyway unless you include Talk Talk who have a very mixed reputation)0
