Parking Fine - can't pay in cash???

I have a parking fine by a Civil Enforcement Officer, the fine clearly states that I can pay in person at a parking office, I went to that office within 24hours of the PCN only to find it empty and shutdown.
I tracked down a phone number and was told I had to pay be cheque or debit card, they no longer accept cash in person.
Is this legal? I was happy to pay in cash at the address they provided but they have changed their terms that are printed on my ticket.
(also not pleased that I was fined after being 7 minutes late back to the car, it's idiots like that who will kill off our shopping high streets!)

You got legal cover on your insurance?
I did last time I got a fine from a CEO and I rang the helpline and spoke to them.
They told me the ticket is void and therefore can't be enforced if... (list of loopholes). Then how to write the letter to challenge it.
Result was I no longer had a parking fine.

No it's not.
The "debt" already exists there fore you can use any legal tender to pay and they can't pick and choose.
However as Sarsie has already said and there are numerous other threads on these forums about this you don't have to pay & they won't try to enforce it beyond sending threatening letters.0 -

The Bank of England says: " If a debtor pays in legal tender the exact amount he owes under the terms of a contract, he has good defence in law if he is subsequently sued for non-payment of the debt. In ordinary everyday transactions, the term ‘legal tender’ has very little practical application."0
