It could be birds. I've had birds peck away the compost around seedlings. That would explain how they're getting up so high. I often have birds flying in and out of my greenhouse. More than once a bird and I have been mutually startled when I've walked into my greenhouse, and if an ants nest swarms, sparrows will fly in to try and eat the flying ants. It's quite fun to watch them at dusk as the vents slowly close, swooping neatly through the gap, wondering whether one will leave to too late to get out again.
