paypal chargeback won,seller now opens NPB!

This sort if thing's happened to me too, after I got a refund through Paypal because the envelope I received was empty (the contents evidently having been stolen in the post). I got an NPB strike against me, which angered me enormously, but it was removed (eventually) after I appealed.0

They can't.
A seller can't start an NPB claim against someone where there is a paypal payment made, the loophole is where the paypal payment is returned/refunded or chargedback as it goes back to showing that the payment has not been made. That's logical if you think about it.

today i received a non paying bidder strike on my account.
looks like i will have to appeal to get it removed.0
