- what AV / firewall are you using ?

I'm not familiar with Vista and Windows 7 (WindowsXP was the last Windows I used), but should this setting be in Internet Explorer. Windows Live Mail sounds to me like an email program.

I'd rather would add FB to the trusted sites instead of allowing all Internet sites to run ActiveX controls. Or set it to prompt before running ActiveX.

try the simple uploader as that doesnt use Java

i could about 4 months ago but cant now, i thought it would come alright
but find its very annoying

Fixing problems with IE is a nightmare but I would try resetting browser to default settings and go here and click Do I have Java? then follow instructions.

I would recommend trying another browser though. Chrome or Firefox. Faster and more secure, nothing to lose, plenty to gain.
