PayPal said they would get back to me within 48 hours. If they don't I'll take it up with the ombudsman. It costs PayPal about £400 the instant you do that but they don't seem to care.
You need to think this through carefully. Firstly get someone to pay for your ebay items, that is important if you lose your ebay account you cannot open another one, see my posts above. There will be no point in sorting out paypal only to lose your main selling venue.

Yes indeed. I plan to just use their account to clear the outstanding payments which are only a few pounds. I really need to order some parts though but there is little I can do about that.
I have used other people's PayPal accounts to pay for stuff bought on my eBay account and it works without problems even with the account in their name. Occasionally I buy stuff for work on my account with their PayPal address.
Considering PayPal and eBay are basically the same company they don't seem to share much information. Resolving a dispute on one does not resolve it on the other etc.0 -

If you set-up another Paypal account, them you should have opened a new bank account to link it to. I have 2 Paypal accounts, but both link to different bank accounts.Never Knowingly Understood.

They did send me documentation showing the reversed transactions which I passed on to PayPal. I don't know if they actually every caught up with the guy though.If you set-up another Paypal account, them you should have opened a new bank account to link it to. I did do that but the problem is that they require you to confirm the account by sending them some proof of ID. Once they have that then they use your name to link it back to the other account.
As long as both accounts have no outstanding issues I think it's generally fine to have two accounts, but when one gets into trouble they will often link the two it seems. If you read their terms and conditions they state that they can raid one account to pay off alleged debts on the other, or worse still use your direct debit.
My advice is to cancel the direct debit as soon as it has been used to verify the account (you don't need it to withdraw money), or at least as soon as someone opens a dispute against you. You should always withdraw all money from your account as soon as possible because PayPal can and will freeze it as soon as someone opens a claim for 99p on some eBay item they claim never arrived.
I know people who always state that an item never arrived unless they had to sign for it. It's disgusting but it's pretty common. For that reason I bump the postage up on my items to cover sending by signed-for. Even then it can fail - my postman just shoved signed-for packages through my letterbox for about six months.0 -

However if you have two paypal aco!!!!s of the same sort you are in breach of paypal regs and it will catch up with you one day and you'll lose both. PayPal allows members to have one Personal account and one Premier or Business account. However, each PayPal account must contain unique email addresses and financial information.
Clearing your account after each payment makes no difference as they just persue you for any debt, as OP has found out.
As for recorded delivery, if it doesn't work why waste your money using it? I send an average of 100 items a month, adding recorded to that lot would cost me £74 and for what? try adding " :.p.p.k.4 " (without the quotes and take off the dots between the letters as this clever composer codes "doubledot+p" as a tongue poking face...) at the end of the email subject when you write to [EMAIL="complaint-response@paypal.com"]complaint-response@paypal.com[/EMAIL]. Add a space between the "extra bit" and the rest of the Subject. Give it a try, you should get a "Your request was received!" message back.
