The amount that she has been fined has taken two things into consideration and this is why she MUST attend court tomorrow.
When returning the form to the court, your wife would have ticked the box to plead guilty and if so, she should have completed an MEF Form (Means Enquiry Form) with details of her income and outgoings.
If she did not turn up in court the magistrates have not taken her guilty plea into consideration, but most importantly....without a completed MEF they HAVE TO assume that she is in receipt of a certain amount of surplus income (I cant lay my hands on the exact amount) and the fine has been set at the higher end of the sentencing guidelines.
She MUST attend court and ask them to take this into consideration. They MAY allow her to complete a Statutory Declaration or they can REMIT part of the fine.

Follow up to this was that despite me almost having her to drag her there in a panick, the people in the court were very good about the whole thing. She explained what had happened and they asked her whether she would have pleaded guilty or not. She told them she would have and they said they were willing to reduce the fine a little. She had all her incomings and outgoings with her and they went through these and asked her what she would like to offer as a payment plan and she offered £50 per month (this is more than I would have offered but she was very worried and it is within our means although it cuts it very close). She told me they almost snapped her hand off. I guess they are used to people offering a few pound a month.

The extra costs could be Legal fees, Court Costs and a higher fine (than the £60 first issued)
