No heat coming through car heater?

Hi all, I have a Rover 420 which evenwhen the engine is running hot, the air blowers in the car run chilly at best. The fluid level in the radiator seems fine and coolant looks as expected. What is the most serious thing that this could be? Going to try and check for blockages and have a look at the heat control knob…
