Unfortunatly yes, all providers say the call limit should not be used as a budgetting tools, only tesco promise to cut you off when you exceed it.

£162 seems a lot to go over by , did you not wonder why it never cut off?

Best thing you can do is call your provider and talk to them, they may be able to set up a payment plan, they may offer some discount, but ultimatly you need to talk to them or you;'ll end up with a black mark on your credit file that you have to deal with for up to six years.

I would help if you gave a little more detail, like how did this happen etc.

Ask? once when i was younger and much more frivolous with money, i went way way over on my contract £120 to be precise. Simply asking what could be done led them to cancel it and simply write a letter apologising despite it being my fault and just stating that they will not honour future mistakes, but i thought it was brilliant, all because i asked so its worth a try!
    Back by no demand whatsoever.

I would think it depends on what the contract you have with teh company is.
Did you make a formal agreement with them that you would be unable to use the phone after the £10 was reached?
I suspect it's the small print ... and that you ARE liable ...

Three's terms and conditions state that the credit limit is SPECIFICALLY NOT to be used for this.

The problem is billing is not always in real time, Use it abroad and it can take a few days for the data to get back to your network, by which time the credit limit has been exceeded, and it's too late.
