As a taxidriver I find many things that passengers have left on the back seat, some very odd!!!. I have to hand in the items to the police station, I have to give my personal details and the time and place that the items were discovered/found. I am then given a receipt which states that if the item is not claimed within 12 weeks the item will legally belong to me to do with what I wish, keep or sell.
There are several exclusions to this, some items such as diaries and 'mobile phones' are not returned, so unless this rule varies (or has changed) from force to force I am surprised that the phone was returned to you. Saying that as it has been returned it is legally yours, I would recommend that you return to the police station that you handed in the phone and ask for their advice.
You have discovered, as I have many times, it's can be a real pain being honest.
