As a follow-up to the Tesco 99p / 2 for £2 offer, I asked in the shop and apparently it's because the offer is on all flavours, and most are >£1.
However, if you buy two of the 99p bottles you'll only be charged £1.98 because the till knows you haven't reached the offer price so won't apply the "special offer".
