asked for help this morning about some vouchers I have bought which have not arrived
on advice from here I have contacted the seller who says she has proof of posting but will not refund until the post office refund her she said it will take a few weeks
Is she stalling? shall I just claim via paypal or shall I hang on and hope she refunds
I need the money back asap as I have to pay for an item at the end of August which is what the vouchers were for
any help or advice please

She is stalling you and you need to start a paypal chargeback. The reason I say that is because remembering the other thread she sent it standard second class? If so she isn't going to get any refund from the Royal Mail as vouchers can only be sent special for insurance purposes. However, don't mention that to her, it isn't your problem, just email and say that you are not willing to wait 3 weeks for her to put a claim in, and then a further three weeks for RM to deal with it and that you are sure she will understand that you need your refund now so you can buy elsewhere.

EDIT: Sorry, just to make it clear that you should start the chargeback as soon as you are able (day 7) and you should not warn her before you do the chargeback. Did you pay by credit card on paypal?
I have had a few problems in the past, and even after paypal have investigated they comeback and say they cannot recover the funds. If you pay by credit card then you can contact your credit card company and they should refund you.0 -
I think it was via my debit card it came out of the bank am I still covered0

If paypal cannot recover funds from the seller then you have no recourse against your bank unfortunately. You are only further covered if you pay by a credit card.
However, if your seller is still active on ebay there is a good chance that your money will be recovered as they will hold the paypal account until sufficient funds are in there to reimburse you.

I'm not sure PayPal will necessarily be able to help as they exclude from their buyer protection and buyer complaint policies "quasi-cash" and "gift certificates".0
