is this a vista Laptop ??

    download the Recovery CD

    http://neosmart.net/blog/2008/windows-vista-recovery-disc-download/

    normally 32 bit version

then set the laptop to boot from the cd as it will give you the chance to restore windows to an earlier date

what make is the Laptop ??

Usually when you restart there is a message at the bottom of the screen telling you which F key to press to get into Setup. If you press the key it too late it won't work.

You need to get into Safe Mode with Command Prompt. If you really can't, do you have an XP disc? Pro or Home?
