I thought I was being quite plain. To put it another way, it looks like the manager is trying to position the pub as a local white pub for local white people. He cannot have a sign outside saying 'local white pub for local white people', but he is trying it on at the expense of his employees' security by displaying the passports as evidence that the staff are local white people.

Thanks I knew there was no malice intended, as this whole scenario is a b***s up due entirely to inept politicians playing at lawmaking, and falling foul of the "Law of unintended consequences"
