    You need to check your lease then but I suspect due to it being a shared property that it will say utility companies have the right to place access and meter equipment for the upstairs dwelling in a reasonable location.
    You still have not answered about how your meter is illegal.

    They did not tell me what was wrong with my meter after stating it looked 'wrong' and 'maybe illega' he just said 'Oh dear, looks like this was installed by a plumber' and clearly felt I was not intelligent enough for him to elaborate on it!!

    Worry about the meter:

    If I let them put the meter for upstairs on my wall, what if the freeholder finds out and decides they don't like it, can they fine/invoice me for the cost to move it? Or would I just be expected to pay to move it?

    Tell your upstairs neighbour to arrange where his meter goes.

    my upstairs neighbour is away for 2 weeks (apparently, she hasn't been around lately but I'd not really noticed) and the gas men told me they need it to be done by wednesday. Shall i just tell them they can't do it??

    I would suggest that illegal=not compliant with current standards.

    Why cant the upstairs flat have a vertical service pipe installed up the outside wall and entering into his/her flat?

    Dont the contractors have any ladders?

    Could they also consider fitting a semi concealed ground level meter box?

    How are the rest of the street doing or is it just you?

    I really cannot understand that it is your responsibility to authorise that work.

    The gas co will just have to wait, won't they?

    AAAAARGH!!!

    They have been installing upstairs neighbour's new gas supply and meter today and they've !!!!!!ed up her plumbing... now water is coming through my bathroom ceiling!!!


    Luckily I had the number of the foreman from my first complaint and he is coming out himself right now, lady upstairs now has water all over her kitchen......

    Can they make any more mistakes???
