A company (cheap ideally) which is line rental, local calls free and broadband. BUT..

Hello, not sure if this is the right section. First off do not reccomend me a phoneguard, i bought one and it did not work. I need a company that allows you to block outgoing calls to mobiles. Far to much money is being spent my my sister back home and its not fair on my mum.
We are with tiscali at the moment (20quid for line rental, free local calls and broadband) but they don\t offer the service to block calls to mobiles
Any suggestions? Thanks for the help
