URGENT: How can I get money to my niece who is in France?

Can anyone tell me how I can get money to my niece in France as she was supposed to be flying home into Belfast last night but her flight was cancelled? She has an Ulster bank visa debit card and there is money in her account but when she went to the atm to get the money it displayed a message stating her bank did not allow the transaction. Is there any other way we can get money to her within the next 24 hours preferably and certainly within the next 48 hours?

    embassy gives info on transferring funds. (Screaming baby on my lap so can't type more)

    you could use an electronic money transfer like moneygram or western union

    How long does that take? How could I send her the money and where would she get the money?

    Takes ten minutes. Search out the nearest WU outlet on the Western Union website.

    My niece is staying 2kms from CDG airport but the nearest Western Union appears to be almost 6 miles from her. Is there any nearer to her than that or have I done something wrong?

    I'd try a few more ATM's of different banks too. In poland three ATM's down one street rejected my card, yet any outside of that street worked fine. Was very worrying at first when I thought I was stuck with no money!

    If she has enough money in her account, the card is probably just blocked , she should call 00441313397609 and they should be able to sort it out for her. If not there is a Moneyshop on Royal Avenue or Botanic, if your in Belfast that can do a Western Union Same day transfer for £12 it will reach her in 15 mins, (bring ID to send one of those)

    Sorry to butt in and hijack the thread, but i'm possibly going to need to send money from the UK (£550) to Canada tomorrow and have it arrive and be paid out in cash in CA$. Looked at Western Union but they don't seem to list fees or costs anywhere on their site or even if you can use a debit/credit card at a dealer location or whether you need to pay in cash. Any ideas or cheaper alternatives?
