Easy
walk into your local Paypoint outlet (one on mos high streets) and ask for a yearly tv licence.
They will ask your name, address etc and pay by cash or debit card and away you go

Using the DD scheme the way the TV Licence people want you to, means that you pay for your viewing six months in advance - so in this case for the first five/six months you have the increased (double) payments to 'catch up' with their rules
The other question about refunds is something I am familiar with too...I paid by quarterly DD up until recently. In Nov 05 they took their money. At the end of the same month I cancelled my licence, as I sold my house and moved in with the in-laws for a time (they already have a licence) and no longer required it. The part-refund (I was expecting) was not forthcoming. Apparently, if you read the small print you'll notice that they do not give refunds of less than three months (if my memory serves me correctly...)
And yes, I tried writing to them, and mentioned how I felt about the fact that "the BBC could be so dishonest as to steal my money in this rather underhanded way". I got a snotty letter back saying tough, and telling me to read the terms and conditions  You live and learn, I guess.0 -
You pay for the first licence in six months and then subsequent licences in twekve months. So, it's six months at (I think) £22 pcm and then £11 pcm thereafter.
Or you could just pay for it all at once.
Don't have them here in Spain! :j (But we do get 15 minutes of mindless adverts in between (and sometimes during) the programmes).(AKA HRH_MUngo)

Imagine someone holding forth on biology whose only knowledge of the subject is the Book of British Birds, and you have a rough idea of what it feels like to read Richard Dawkins on theology: Terry Eagleton0
