Best option for using data whilst roaming in Tanzania?

I was wondering if anyone could advise me on suitable options available for using data on my mobile whilst roaming.
I'll be travelling to Tanzania via The Netherlands and would like to be able to use data (GPRS) for accessing Twitter, e-mail and the like. I don't envisage using a large amount of data, certainly no more than 20MB during the whole visit.
I'm looking to purchase a global travel SIM card that offers free roaming for inbound voice calls in Tanzania, but my understanding is these types of cards don't always offer data, and indeed to date I have yet to find one that offers both in that country.
For various reasons the option of simply buying a local SIM card and topping it up isn't available to me, hence why a card I could top up via my credit card automatically, say, when I reach a certain low balance level, would be ideal.
I'm only travelling for a month, and the stopover in The Netherlands is for a few hours each way at most.
Any suggestions are much appreciated. Thanks in advance for your time and support.

Hello,
It's not looking all that good. None of the cheap travel SIM providers seem to have GPRS agreements with local networks, or at least not that they are saying.
I think the standard networks may have agreements, but it's going to be extremely expensive and not viable.
Would anyone happen to know of any solution - maybe there's a hidden gem that I've not seen yet.
