License is a perfectly valid spelling, but only when the word is used as a verb.
The rules are easy...
Noun: A licence
Verb: To license
So you buy a licence at a licensing office.
It's exactly the same with advice...
Noun: Some advice
Verb: To advise
And so on.
If it's any consolation, Americans aren't consistent either. Many use C's when, strictly speaking, they should be using S's.0
