Where does it say anywhere in your link that a prohibition notice overides a current MOT?

It doesn't say it, however as it has been logged on big brothers computer as being too dangerous for the road it does in the same way a PG9 from the police does and in some cases it would mean your insurance would no longer be valid which would mean you driving without cover too.

a garage can not issue a prohibition notice they can only state on the bottom of the failure sheet that in their opinion the vehicle is dangerous to drive.

even with this the car can still be legally driven on the current mot.

(obviously if its failed its better not to).
garages do not have prohibiton notice forms can not issue them and there is no special section on the vosa computer just the standard fail procedure.
