Could be Daska. We're in Scotland. Instructions are around 6 years old now, dating back to when OH first got his Blue Badge, but we don't get new instruction booklet each renewal, so assume they are still in force.
I know I've been approached by warden asking to see picture on reverse of blue badge if I've been waiting in car for OH to return. No problem since he's the badge holder.0 -
i have to say having behaviour problems does not entitle you to a blue badge, at least not where i liveThere are many people out there who are entitled to a BB; but have invisible disabilities.
Mobility is more than about walking:
- Blind people are able to walk - they're entitled to a blue badge
- People with severe mental impairment (SMI) and behaviour problems are able to walk - they're entitled to a blue badge

as a legitimate BB holder I try never to park in a special space if I am not getting out of the car.
the only time I did it was cos I thought I was getting out then felt too unwell so stayed there. didn't have the energy to move the car till I had had a rest. So who is anyone to judge others UNLESS I see them practically run into a shop then I do wonder why they put a badge up.
On the other hand I have learnt that some people who use Disabled toilets who look perfectly OK may be diabetic or have another condition that requires them to need extra room in the loo. And I can understand that if there is a queue it is daft that the disabled one is empty. BUT I sometimes need to go urgently and having to wait can cause severe discomfort and even worse once . What does annoy me is when people go into to try on clothes or to have a full wash ( Greenwich Museum the man had not been home so decided to use the disabled toilet to have a complete wash down leaving a real mess in there after too)

OK, here's the response from The Blue Badge Advice Line:The Blue Badge is for the direct use and benefit of the Blue Badge holder and therefore the advice given in the booklet on page 7 is that the badge and its concessions are just for the badge holder’s use. The parking regulations, attached, give the rules for using a Blue Badge to park and as you will see the badge holder must be present when parking the car or is being collected at the place where the car is parked. In some cases if a badge holder is remaining in the vehicles it may appear as if the have allowed an able bodied person parking concessions available only to them. It isn’t illegal for the Badge holder to remain the vehicle, however, if the Badge holder is not getting out of the car there isn’t a need to display the Blue Badge as the Blue Badge holder doesn’t need to park close to the destination as they do not need to get out of the car.
And here are the parking regulations from The Disabled Persons (Badges for Motor Vehicles) (England) Regulations 2000Display of an individual's badge when a vehicle is being driven
13. - (1) This regulation prescribes for the purposes of section 21(4A) of the 1970 Act the circumstances in which an individual's badge may be displayed while a vehicle is being driven.
(2) An individual's badge may be displayed on a vehicle while the holder is either driving or being carried in it.
(3) An individual's badge may also be displayed on a vehicle if-
(a) the vehicle is being used for the collection of the holder and no other purpose;
(b) a disabled person's concession (other than a concession relating to parking) would be available to a vehicle lawfully displaying a disabled person's badge; and
(c) it would not be practicable for the vehicle to be lawfully driven to, or to stop at, the place at which the holder is to be collected if the concession did not apply to the vehicle.
(4) An individual's badge may be displayed on a vehicle if-
(a) the vehicle, after being driven by or carrying the holder, is leaving the place where he got out;
(b) a disabled person's concession (other than a concession relating to parking) is available to a vehicle lawfully displaying a disabled person's badge; and
(c) it would not have been practicable for the vehicle to have left that place if the concession did not apply to the vehicle.
