Using up credit on PAYG before switching

Hi,

I currently have around 19 quid left on my PAYG, but really want to change to a contract asap, whilst retaining my number.

A few questions

1) Should I simply use up my 19 quid before changing, which will take 2 - 3 weeks - or if I go in to a shop (phones4u for example) would it be worth using it as a haggling tool to get a better deal?

2) I'm tempted to go back to a 3 contract. Is it still easy to transfer with a PAC number from o2 PAYG? The lady at 3 said it was but I wondered if anyone had experience of this?

3) I need something with around 200 - 400 texts per month, and hopefully 300 - 500 free cross network minutes. Does anyone have any suggestions?

Any help would be superb! :-)
