Yeah in theory if a buyer pays up even if late then they've paid.
However yes people who don't pay you can't leave negative feedback even if you've had to go through the hassle of lodging it with Ebay....
Only happened to me once and I simply left postive feedback as the following:
"WARNING! THIS PERSON DOES NOT PAY FOR WINNING BIDS STAY CLEAR OF THIS PERSON (-)"
This was after emailing them twice.
Oddly as soon as I left the feedback they replied almost straight away saying some story that their PC had been broken and that I was wrong to put that feedback.

The buyer can get that removed and you can end up with marks against your policy compliance so that not only is a stupid thing to do but dangerous to your ebay accountYeah in theory if a buyer pays up even if late then they've paid.

That's why feedback is so unimportant for buyers, it's the strikes that count. I have a page load of people banned from buying my items purely because the system picks up their 2 or more strikes and makes it impossible for them to place a bid.
The strikes are pointless too, there's no checks made on people who register just to buy so they can have as many ids as they want. So if they get two strikes they just use another id.0 -

It really isn't that easy anymore as they need entirely new details.
Also most non payers are not scammers, they are just terminally dim and and would rarely go to the bother of closing down a badly affected account to open a new one.
When I check my logs I have a whole page on most of my ids of bidders who have been unable to bid due to their strikes. I get at least one begging email a month pleading with me to lift the ban as they 'really really want my item and promise to pay'.

I just wish Ebay would do something about sellers. I bought a washing machine for £400 . Its sensor failed in 1st wk (kitchen flooded)then it caused the elec to trip off. Supplier just kept telling us to get Hoover out.Wanted to send it back but couldn`t get water out of the drum!Warranty and instructions weren`t forthcoming. Put negative feedback and was then told by seller that they would be as unhelpful as possible until I retracted negative feedback. Still no joy from them and Ebay won`t help although other buyers have complained about supplier too. Intomidation if you leave negative feedback should be looked at, too !0

How did you pay? Presumably not by Paypal as you could have just claimed through them. Also sounds as though it was a business seller so Trading Standards could help. It took 2 weeks before I could re-list the item and even when they moaned about the feedback they didn't say but I'd still like to buy.
How do you restrict who can buy items?
In the past I've only seen people put on their description only people with X stars etc or no first time buyers.

Because its a false positive. You are not allowed to give a positive with a negative comment, A NPB strike is a far better way to stop them anyway. With 2 of them they have effectively banned themselves from 90% of ebay
You can't exclude people with low FB etc. You can put what you like in your listing tell them but it wont stop them bidding and just makes the seller look silly and a target for scammers
What you can do is set your seller preferences to exclude those wuth 2 strikes or more
Goto account tab. Then select site preferences then you can set your seller preferences0 -

If a product had a manufacturing fault at the time of purchase or develops a fault within it's first four weeks a business seller legally has to refund you in full or replace it if you request the to. You don't have to accept a repair or a credit note or gift vouchers as a refund. Even if you find there was a manufacturing fault at the time of purchase five years after purchase and the warranty has expired you don't have to pay to repair, like with the Honda issues.0
