Free Phones - Good calls/texts (+vibrating)?

I need a good almost free phone that can handle the basics really well. What I mean is a phone that excels at basic calls and text - something anyone can use.
By "free" I don't mean literally, but a low price but requiring you to buy for example £10/20 of credit.
I have a relative coming into the UK and I want to give them this phone while they explore on their own in case they get into trouble.
The operator doesn't matter at all since I am on Virgin and they give no discounts within their own network.
