Halifax Telephone Banking

Alternatively, http://www.halifax.co.uk/bankaccounts/callback.asp (that'll take you through to new accounts, but they'll put you through to telephone banking).0

One weird thing is how some payees are classed as "Bill Payments" and others as "Transfers". Doesn't seem to be any logic to it, unless there was an option when I was setting them up.0

They don't really mean anything. If you look Online, transfers and bill payments shares the same section. I think it's merely to differentiate between transferring to another person, or paying a bill to a company (e.g. your credit card). They are setup in an identical way. Internal transfers (between Halifax or BoS) accounts are distinctly different to 3rd party bank transfers/ bill payments.
Does the Telephone Banking IVR categorise them? (genuine question, I've never used the automated service) It's certainly not an option when you setup up either via Telephone Banking or Online.Anything I post is my opinion, so from time to time I may be wrong. I try to provide answers based in fact, however I don't know everything, so (like all posters on MSE), take what I say with a pinch of salt.0 -

I'd rather not have the distinction between the two (especially when its unclear). All my payments to friends etc. come under Transfers ("Transfer" to me suggests an intra-Halifax movement).0
