Many Highway Code rules are legal requirements, meaning that any person who chooses to disobey these Highway Code rules will be committing a criminal offence. Legally required Highway Code rules are indicated clearly within the Highway Code text with the annotation of MUST or MUST NOT

Looks like the parking near a junction is more advisory and isnt a legal - found the above on highwaycode site

I'll assume that's "tongue in cheek"? Either that or we are on different planets!

Regarding the within 15/10 m of a junction being law or advice, you could just complain that they are continually obstructing the dropped kerb. It's really a matter for the Police to come out and assess if there's an offence. Isn't that the sort of thing we pay our taxes for (bleat!) ?

I wonder why some things seem to be against the law in the Highway Code (The Must Nots) and others are just advisory (The Do Nots)

Here is Do Not - anywhere you would prevent access for Emergency Services

Does this mean that legally "we would rather you didn't do this old chap but if you must, fair enough"?
Seems a bit daft to me but then I understand so little these days....

I seem to recall that the Highway Code advises letting busses pull out when they're indicating. As if you can stop then sometimes! However if that were made law I think I'd give up driving.
