Post Office Broadband Customer Service Issues

Don't know where to post this so will try here first.
Having a few issues with a dispute with Post Office Broadband & Line Rental. The dispute relates to an early termination charge and so far has lasted 12mths plus with numerous letters back & forth.
They have made numerous mistakes but are accepting no accountability.
Who can I refer this onto to support me?

Debts at 02/02/20: c£225,000 inc CCs of <£1000 repaid in full monthly
Debts at 14/07/10: £278,091 inc £24k unenforceable and £16k consumer debt. But House no longer derelict!!!
LBM: 14/08/07; Debt at LBM: £287131 inc CCs: £37,202.55;

Issues with Post Office continuing. THey have issued a deadlock letter which is unsatisfactory. I will therefore refer the case to OTELO.
However, Post Office have barred external calls and dispite promising in April to lift this whilst there is a dispute haven't done so yet.
I'd like to change telephone providers. Does anyone know whether Post Office can legitimately refuse to release the line?
